The ESPD is incorporated in your biddocument in the Mercell System. For that reason the Mercell system does not require you to fill out and upload a PDF version. An ESPD is a self-declaration and therefore only the specific figures and documents, which the contracting authority requires, should be inserted. If the contracting authority needs to verify your information, they will ask for this at a later date. Once you have shown interest for a tender you will be given the option “Make Bid/reguest qualification ”. By clicking on this will you be directed to the ESPD(If it has been selected by the Contracting Authority), which then needs to be filled in. If you already have a filled in ESPD, , then you can import this into Mercell as an xml file. The fields will then be filled out with the data from the file. If you haven’t then simply follow the steps in Mercell. At the european commision the ESPD is split up in the following way: Part I: Information concerning the procurement procedure and the contracting authority or contracting entity Part II: Information concerning the economic operator Part III: Exclusion grounds Part IV: Selection criteria (A-D) Part V: Reduction of the number of qualified candidates  Part VI: Concluding statements However in the Mercell system only the mandatory and relevant elements for the specific tender will be available during tender submission. In Mercell your processbar can look like this: Be aware this is only an example and the ESPD can have more and less options. Show interest Participation Information about the economic operator Exclusion grounds Selection criteria Requirements Documents Submit offer Reduction of the number of qualified candidates. If you as an economic operator fulfill the criteria set by the contracting authority, then here your answer should be “Yes”. Then you will be able to describe the criteria's, which you fulfil. Outcome: Brief description of what should be possible once the task is completed On this page Related articles
