<sup>    Requirements concerning the suitability of candidates or tenderers Hilma's instructions: With the requirements relating to the suitability of candidates and tenderers, the procurement unit tries to ascertain the ability of the supplier, service provider or contractor to carry out the procurement. The requirements must be related to the candidate's or tenderer's conditions for carrying out the procurement and must be related to the nature, purpose and scope of the procurement. Suitability requirements can also be set for participants in design competitions and the number of participants can be limited. The suitability of candidates and bidders or participants in the design competition must always be assessed before the evaluation of the bids or the plan in the design competition. In assessing suitability, the procuring entity may require that bidders meet certain economic and financial requirements, requirements related to technical performance or professional competence, or other requirements that can be evaluated on objective and non-discriminatory grounds. If the procuring entity sets suitability requirements, they must be stated in the procurement notice, but more detailed information about the content of the requirements can be provided in the tender documents. Request for tender documents can be attached directly to the procurement announcement or a link can be added to them.
