## Update to EU Form 17 and improved support for tenders created under the Defence and Security Procurement Directive 2009/81/EC

The release contains changes to the following areas: 

1. Schema version and business rules
2. Form usability
3. Publication flow

### Schema version and business validation rules

The TED schemas have been updated to version R08s05 and Doffin V2.0.2.

Up to date business validation rules have been added to R08s05 defense forms 17 and 18.

### Form usability

#### Section I

Changed dropdowns into radio buttons. Minor bugs/improvements have been implemented, among others:

- In section I.I, the address is set by default as “the above”
- In section I.4, when creating Annex A, fields “Postal address” and “Town” have been set as mandatory

#### Section II

Changed dropdowns into radio buttons. Minor bugs/improvements have been implemented, among others:

- Additional description field has been removed as it is not a part of this form
- “Estimate type” has been marked as not required

#### Section III

Changed dropdowns into radio buttons. Minor bugs/improvements have been implemented, among others:

- Added missing textboxes in section III.2.1, III.2.2, and III.2.3
- Section III.1.4 radio buttons replaced with a description field

#### Section IV

Changed dropdowns into radio buttons. Minor bugs/improvements have been implemented, among others:

- In section IV.2.1, the length of text fields has been increased
- In section IV.3.2 "Notice number" has been made mandatory

#### Section VI

Changed dropdowns into radio buttons. Minor bugs/improvements have been implemented.

#### ESPD and form 17 

Default settings on ESPD when form 17 is selectedESPD is now unchecked by default when form 17 is selected. Users can activate ESPD from the “Terms” tab if needed.

### Publication flow

#### Denmark

Tender is released only after the notice is actually published in TED, no 48h rule.

#### Norway

Publication flow of tenders using form 17 follows Doffin rules:

1. Notice is sent from Mercell to Doffin
2. Doffin sends the notice to TED
3. If TED does not publish the notice within 48h after the reception, the notice is automatically published in Doffin and the tender is released in Mercell
