Your tender can not be submitted if you have unanswered questions.

If you have unanswered questions, press the number and you will answer the questions you have not answered.  
There may be an empty free text field on a yes / no question that you have not filled in, or a free text field for a question you have not intended to answer.  
If you do not want to write something in the free text box, just place a point so that something appears in the box, so your unanswered question disappears.  
It may also be that there is a button on the question "Attach documents", where you must attach a document or you will not pass this step.  
   
***Missed mandatory requirements***  
   
Press the number under "Missing mandatory requirements" to get to what you have missed or answered no instead of yes.  
You can submit your tender with missed mandatory requirements if you feel your answers are correct.
